Summary
About the place: Horní Pěna is a South Bohemian municipality in the Jindřichův Hradec District, situated about 6 km southeast of Jindřichův Hradec in the undulating landscape of the Javořice Highlands near the Czech Canada region. The municipality includes the village of Malíkov nad Nežárkou, renowned for its preserved rural village heritage zone.
Flag Description: A flag with an aspect ratio of 2:3 consisting of eight horizontal stripes: an upper white stripe and seven alternating blue and yellow stripes, in a width ratio of 7:1:1:1:1:1:1:1 (the white stripe occupies the upper half of the hoist width). Centered on the sheet is a black bear rampant with a red tongue, facing the hoist.
Symbolism: The design of the flag (and the coat of arms, granted on 13 May 2003 by the Chairman of the Chamber of Deputies of the Czech Parliament) is based on the historic village seal of 1658, granted under Count Ferdinand William Slavata of Chlum and Košumberk. The black bear rampant with a red tongue symbolizes strength, courage, and vigilant protection. The seven alternating blue and yellow stripes (four blue, three yellow) in the lower half directly evoke the ancestral coat of arms of the Slavata family (three golden bars on an azure field), while the white stripe represents the silver field of the municipal shield.
