Rivera

Rivera is the capital of the Rivera Department in Uruguay, bordering Brazil's Santana do Livramento. Founded initially as Pereira in 1860, it evolved through Ceballos to officially become Rivera in 1867. The Plaza Internacional Rivera-Livramento symbolizes the unique open border between the twin cities.
