Žagarė is a city in northern Lithuania, situated in the Joniškis district near the Latvian border. Historically, it was a Semigalian fortress called Raktuvė, mentioned as early as the 13th century. The town experienced a significant Jewish presence and was the birthplace of Yisroel Salanter, a key figure in the Mussar movement.
